Continental Level: AHFF Governing Council

Purpose: Provide strategic direction, continental coordination, and global representation.

Composition:

  • Chairperson (rotating among regions every 3 years)
  • Vice Chairpersons (one per region)
  • Representatives from AU, WHO-AFRO, AfDB, and major donors
  • Private sector and civil society representatives

Responsibilities:

  • Define AHFF’s long-term vision, mission, and strategic priorities
  • Approve annual work plans, budgets, and continental initiatives
  • Mobilize continental and global partnerships and funding
  • Oversee monitoring and evaluation of regional and country-level impact
  • Convene the annual Africa Health Financing Forum Summit
Governing Council

Regional Level: AHFF Regional Steering Board

Purpose: Adapt continental strategies to regional contexts and coordinate cross-country collaboration.

Composition:

  • Regional health financing experts
  • Representatives from regional economic communities (e.g., ECOWAS, SADC, EAC)
  • Country focal points
  • Regional development partners

Responsibilities:

  • Translate continental strategies into regional action plans
  • Facilitate peer learning and technical exchange across countries
  • Identify regional health financing challenges and opportunities
  • Coordinate regional masterclasses, awards, and institutional tours
  • Report progress to the AHFF Governing Council
Regional Steering Board

Country Level: AHFF National Coordination Units

Purpose: Implement AHFF programs locally and ensure alignment with national health priorities.

Composition:

  • National Coordinator (appointed by AHFF Chairperson)
  • Representatives from Ministry of Finance, NHIA, and key stakeholders
  • Civil society and private sector observers

Responsibilities:

  • Integrate AHFF strategies into national health financing policies
  • Organize country-level workshops, consultations, and pilot programs
  • Collect and report data on health financing performance
  • Liaise with regional committees for technical support
  • Nominate candidates for AHFF awards and showcase innovations
National Coordination Units

Cross-Cutting Governance Principles

  • Transparency: Open reporting and stakeholder engagement at all levels
  • Inclusivity: Representation of youth, gender, and marginalized groups
  • Accountability: Clear performance indicators and independent audits
  • Flexibility: Adaptive governance to respond to emerging health crises
